NYPA Access Road Safety and Security Improvements

To address concerns about runaway vehicles on a steep gorge access road owned by the New York Power Authority, C&S prepared a roadway, safety, and security enhancement study. The Niagara Power Project’s south access road in the Niagara River gorge serves a dual purpose as a private access to the Robert Moses Power Dam and a public fishing pier. A concept study identified a feasible alternative to address and balance all needs. The study then initiated a geotechnical and highway final design phase, leading to construction of two retaining walls (cantilever type and soldier pile with lagging), parking lot reconstruction, realignment of the roadway, construction of a jug-handle turnaround and a security checkpoint pull-off, pavement resurfacing, installation of safety devices, lighting, a stormwater collection and treatment system, a separate pedestrian walkway and refuge area, and a runaway vehicle ramp with crash barriers.
