Accelerated Sound Insulation Program
The Port of Seattle’s “Accelerated” Sound Insulation Program looks to rapidly acoustically treat up
to 140 single-family residences, 903 apartment units in 18 apartment complexes, and seven places of worship within its noise-eligibility boundary by the end of 2026. To complete this work in this fast-paced program phase, the C&S team has relied on decades of national sound insulation experience to craft a phasing plan to meet this critical delivery timeline. One of the first orders of business was to craft effective yet flexible policies and procedures that are adaptable to a variety of construction delivery models and meet both the FAA’s national requirements and the expectations of the Seattle Airport District Office.
Managing participant expectations involves communicating program requirements, treatments, and details to all interested individuals and organizations to avoid confusion and clarify what treatments will be provided and how the process will be executed.
With C&S’s capacity and depth of resources, we could begin work on all phases of this program simultaneously. Each phase also requires varying approaches and methods. Our ability to develop and plan out each phase and collectively roll that into an overall program schedule has allowed us to establish a clear path for the client and specific milestones that are key in ensuring successful program completion by the end of 2026.
To date, all single-family homes were identified for construction at the start of the program, and a small number of new single-family participants have entered the program recently and are currently in design. Design has been completed for all apartment complexes and places of worship. The construction contract for the apartment phase of the program has been awarded and is anticipated to begin in the fall of 2024. Places of worship were advertised for bid in July 2024 and are expected to begin construction in 2025.
